All china liquid orders being sized even small amounts

Ok if this is in the wrong place please move it. If my hearing this from multiple suppliers isn't enough evidence feel free to delete it.

I have had 2 suppliers tell me that all liquid orders are being siezed (as in not even making it out of china customs.) Some wholesalers are even refusing to take new orders until (whatever bizarre china event causing this passes which according to my sources will be in 3 weeks.) Consider this fair warning. I can't get my favorite china liquid for at least a month. Be careful and good luck.

China ordered an inspection in the last few weeks so major carriers had difficulty moving packages out of southern China.
It is now over.
If liquid orders are being seized by customs it's because the content on the shipment does not reflect what the Chinese vendor wrote on the commercial invoice.
Some chinese vendors will write "Moisturizing liquids" or "perfume" or aromatherapy oils, on the commercial invoice.
Customs are not stupid, they will check.
In my line of work which is partly import and export, we have a customs bond and perform importations with the correct Harmonized Tariff schedule numbers (HTS).

Dear Mr. Weiss:

In your letter dated April 10, 2008, you requested a tariff classification ruling for regular tobacco flavored "njoy" nicotine re-fill cartridges on behalf of your client Sottera, Inc.

The "NJOY" nicotine cartridges are re-fills designed for use in the "NJOY" cigarette and cigar style electronic smoking devices in an effort to reduce and eliminate smoking. The cartridge, which attaches to a plastic mouthpiece tip, will be imported in four nicotine levels, 18 mg. High Density Nicotine, 14 mg. Medium Density Nicotine, 11 mg. Low Density Nicotine and 0 mg. No Nicotine. The high, medium and low densitynicotine cartridges contain less than 5% nicotine, lactic acid, propylene glycol, ethanol and glycerol. The no nicotine cartridge contains lactic acid, propylene glycol, ethanol and glycerol. You also indicate in your letter that the nicotine re-fill cartridges will be imported in different flavors.

The applicable subheading for the regular tobacco flavored "NJOY" nicotine re-fill cartridges will be 3824.90.9290, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Prepared binders for foundry molds or cores; chemical products and preparations of the chemical or allied industries (including those consisting of mixtures of natural products), not elsewhere specified or included: Other: Other: Other: Other: Other: Other. The rate of duty will be 5 percent ad valorem.

Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at Home Page of HTS :2010-01-01 - Basic, Official Harmonized Tariff Schedule of the United States Annotated.

A classification ruling regarding the flavored re-fill cartridges cannot be issued at this time. Please provide the complete chemical breakdown by percentage by weight of each component for each flavor. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).

A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported. If you have any questions regarding the ruling, contact National Import Specialist Richard Dunkel at 646-733-3032.

You would be correct Mac. This started over a month ago. The FDA is now catching the bar codes as they go out to shipping and doing the seizure right in China even before the shipment makes it to the US.

I have had Suppliers reporting this to me for quite some time and I have posted about it.

If e-liquid is the only thing being seized at Chinese outgoing customs, no problem: just buy domestic e-juice. It's not like there's only 1 or 2 web companies in USA selling domestically-made e-juice. What we really need from the chinese is the hardware, until some native enterprising machinist figures out how to mass-produce an atomizer.

What we really need from the chinese is the hardware, until some native enterprising machinist figures out how to mass-produce an atomizer.

Could never be produced cheap enough here ...........ever.

PS has stated that they are in the process of developing and creating their own Atty. And he believes it will be affordable. I am sure that other successful commercial modders are investigating this as well. Never say never, when it comes to US ingenuity. It might be awhile, but it will happen. The only real question becomes patent infrigment. I have no idea how specific China's patents are and how a US manufacturer will be able to get around it.

But, believe it! A US made mass produced atty WILL happen.

You're talking about ingenuity and I agree, but I'm talking about price. I buy atomizers in China for $1.50 each made by Chinese workers getting paid less tha $1 per hour. Good luck to any US manufacturer that would like to jump in on that fight. There is no patent infrigment issue to overcome either. The Chinese do not have any and they wouldn't be enforcable anyways.

Right, my fist order from Heaven gifts took only 8 days; just parts, no juice in regular mail. In my last order, only attys, it took 24 day; sitting most of the time at NY customs... something weird is going on. There are still some stories that Chicago customs are sezing even small packages related to e-cigs. I noticed HG usually states "parts", "gifts" in their shippings...

All that would be needed to start this process is somebody like Leaford from V4L (who spends lots of time in China helping with manufacturing details) to import some of that atty-producing machinery into the U.S. and set up shop here. He knows the e-cig manufacturing process inside and out already.

My product sat @ JFK for 6 days & held by the FDA. Spoke to the Post Office Department and he said they have no control and I would have to wait. Finally got my shipment but never waited that long. Ridiculous! As long as its not a bomb or something lethal they should just let it through. Although I can't imagine what a zoo it must be there
