Hmm, well... if anyone wanted to peruse the forum rules, they would see that animated avatars are allowed if they are the appropriate dimensions and file size, and if they are approved by me beforehand. I'm much more likely to approve them if the animation is subtle, rather than one with flashing colors or such that would make you wonder if it could induce a seizure.
