I have a nickel plated ggts #1145 that I bought the botton tube is in very bad condition and I wanted to know if where is any way to buy a new bottom tube with the same s/n

No. Factory tubes do not carry duplicate serials.

You could always have it replated......seems likbe the simplest solution
