Some points:

1. Please see this link for an explanation of some of the differences between the three carrier liquids:
http://www.e-cigarette-forum.com/forum/ecf-library/177551-pg-vg-peg.html

2. The MSDS for all these liquids can be completely ignored as you would need to drown in them before experiencing any serious issues. However, some people can experience negative reactions to just about anything on the planet and these are no exception. If you find an adverse reaction to one, then change to another.

Not only is there 70 years of research into PG that proves beyond doubt it is safe, it is used as the base for some types of injections (for drugs that do not mix with water), and as the base for several types of nebulizer used in pre-op and post-op lung transplant patients. All three base liquids are used in a wide variety of foods, make-up and medicines. PG is proven safe by a vast amount of research going back 70 years - probably more than for most other types of medicinal base materials. It's acceptably safe / GRAS, and that's all there is to it.

3. Especially in the case of VG, it appears that there are wide variations in any one person's tolerance to different brands. We know this because although VG reactions are less prevalent than those for PG, they can often be avoided by simply changing to another brand of VG. As it can be made in different ways, from different base materials, to different specifications, this is not surprising. For example there is true vegetable glycerine, from a vegetable origin, and there are synthetic versions. In addition the vegetable-origin version can be made from palm oil, or coconut oil, or a mixture of the two. From a personal perspective I cannot tolerate one brand of VG e-liquid that has huge sales. Before you give up on VG you might perhaps try the Ecopure brand, which has no reports of brand-specific intolerance that I am aware of.

None of these materials are 'safe' of course, as it's best not to inhale anything other than pure mountain air. Some may find they are intolerant to one type, or to one or more brands of any one type. You have to try different brands just as much as the different types.
