At the national level, the ACS urged the FDA to ban e-cigarettes in 2009, and has demonized the products ever since.
At the state level, some ACS offices have advocated state legislation to ban the sale and/or the use of e-cigarettes, and some ACS offices have urged city councils to ban the use of e-cigarettes.
Not all state/local offices of ACS have criticized e-cigarettes (which has been my goal), but none have publicly stated any support for e-cigarettes (as they'd be fired for violating ACS policy).
