What the heck does this mean?

It means that you have to sign for it and you weren't home to do that so they will try again today. If they try two times, then they will leave you a slip that you have to go to the PO and sign for it and pick it up yourself.

Sometimes that happens to me and I just run down to UPS or PO and pick it up myself it is easier than waiting at home

How do I know which post office to go to? Is it UPS, or FedEx etc ?

check ups, usps and fedex sites with your tracking number to see which one will show up with your tracking. but, before you go to their post, it's better for you to wait till they leave a 'missed delivery note' in your mailbox first. Then take that note to the appropriate post to claim your package. Hope that helps.
