AW 18490 Different readings Voltage off by .6 is the battery bad?

My provari was flashing. Normally that means 3.2V on the battery or so.

I checked the battery (on the provari) and it went from 3.7 to 3.1 to 3.5 and back to 3.1 I removed the battery and checked it with my battery meter and it says 3.7

Is the battery the problem or is there something wrong with the provari?

Just the fact that the battery held at 3.7 on your meter leads me to believe its the Provari. Those things are notorious for voltage reading errors and/or out of calibration issues. JMO
