Hi, new to the forum and new to vaping....My biggest concern is batteries and charging, which 18650 flat tops are good and which chargers are best.

For batteries the top contenders out there are the sony vtc4's (I would say vtc5's but they are difficult to find and trust) Samsung 25r, and Lg he2. The decision on which to choose will have a factor of how low of a build you are doing.

For chargers and our purposes imo the top two are Xtar vp4 or a Luv v4. I selected four bay charges but there is a 2 bay in each of those choices.

Xtar, Pila, Nitecore, Efest Luc are good chargers.

What battery you need depends on the amp draw / resistance range of the delivery device you intend to use or amp requirements of the APV you're using.

To avoid fake / clone / re wrapped lesser quality batteries only buy batteries from reputable vendors / dealers such as;
RTD Vapor
Illumination Supply
Lighthound
Orbtronics

Batteries are not the place to try to save money.

Not if you don't need high amperage the Samsung, he4 and Panasonic are wicked runtimes at lower amperages

I personally think the he2 is lame, they drop off way to fast at low power.wish I didn't buy so many of them

Welcome! Good for you!!!!! It's a great feeling backing away from cigarettes....

It's so refreshing to see someone ASK about battery safety before they start running amok trying to build a 0.02 (yes, 0.02) ohm build with a guh-zillion watt device. Here's some additional info from a gent named Baditude: E-Cigarette Forum - Baditude - Blogs

From what I can tell, there are some newer batteries (as mentioned above) since these blogs have been written, and the list of recommended vendors is pretty standard at this time.

I do use some Panasonics, but never to sub-ohm. They have awesome life between charges for my PT2s and Nautiluses. I have some purple efests, but I don't push those too terribly hard, either. Use a Nitecore Intellicharger (4-bay).

I use the vtc and 25r the most. I only have a couple he2 batts and they are used in regulated mods like the vapor shark. For me the vtc's and the 25r's are top choices.
