There's really no guess work involved, the battery numbers give the size in millimeters. 18650=18mm*65mm. 18350=18mm*35mm. CR123 is basically a 16340, which is 16mm*34mm. If you wanted to squeeze 2 18350's in a 18650 slot they'd have to be flat top more than likely; 5mm doesn't sound significant but can make a huge difference. I have to cut the springs in AA holders to get protected 14500's in and out without prying, and that's only a 2mm difference.

I've learned there are tons of everyday items out there that can be easily modified into holders. I've made them out of everything from a plastic toothpick holder I got from the dentist (10440) to the case from a Walmart needle file set (18650). In those cases all I had to do was cut a little (I like tin snips for that type of plastic) then make contacts, which are ridiculously easy to make. Neither took more than 5 minutes and both work well. Keep in mind your enclosure can act as 2 sides of the holder as well, this can be helpful for cramming.

The main reason I re-looked was just got 2 UltraFire 18350 batteries, came with a 4x holder

I used RCR123a holders for the same thing:

I've also started robbing old remotes of their battery compartments, though this wouldn't help he OP. They're great for 14500s or 10440s though since most have no spacing between the batteries.

Shortening and cutting off the sides of AA holders has worked as well for RCR123a's, they'd probably function for 18350s too. The springs and conacts may be off center, but who cares?
