Im using the "blue" kit batteries in a Vamo V2 - around 3.2V its giving me a low-V sign, telling me I should recharge. Is it safe to run them down to this? Reading the Zmax V3 thread some people were saying they only run them down to 3.5V, is there a benefit to doing this?

Also, is it ok to not fully charge the batteries then use them? I am impatient and these 18650s take forever!

You're absolutely fine with letting them run down that far. Regulated APVs do this to "help" increase the life of your batteries. The maximum discharge voltage is ACTUALLY around 2.5-2.8volts, depending on the battery.

And yes, you can use a battery that isn't all the way charged, it's just going to die quicker because it's not fully charged.

Thanks, I figured it had something to do with overall life. Will using it before its fully charged significantly reduce overall life?

For future knowledge, Im assuming its dangerous to go below the minimum discharge and maximum charge with a mech mod, yes?

No, it won't significantly reduce overall life.

Yes, going below the discharge voltage rating of your battery can cause irreversible cell death and it can lose charge capacity. From my experience ... at around 2.8volts on a mechanical, the device becomes pretty useless (little to no vapor).

Just replace the batteries once or twice a day and you'll probably be just fine.
