Battery Level Indicator

I have a question about the batt level indicator.
also I know it's more app specific....
but here goes.
you know how the batt level starts at 4.2 and out at 3.0

is that the about of volts or watts its putting out as it discharges?
Also I know the provari chip is designed to keep it at a certain level no matter
how much battery is left.

I think i understand your question - the 4.2 etc' is the amount of charge left in the battery.

What he said about the remaing voltage left in the battery. Provari does not read watts. Just voltage.
