You can't slap a sticker on high drain battery's and it subsides to not being deemed "dangerous goods" anymore for air freight.
The only thing that sticker signifies is the composition and mAh and in case you don't know hg2's composition is INR, not IMR like on Bonnie's sticker, of which I'm only assuming she purchased hg2's. the voltage is useless, most manufactures ship @ 30 - 40 % charge but how would the inspector know ?
Not sure what you are attempting to imply. Never said Not Dangerous.However several Air Freight services have proper containment and do transport small numbers of properly packed Lithium based batteries.
Air Freight(only) Service is Not the Same or under same restrictions as PASSENGER aircraft.

The ICAO Council has confirmed the recommendation of the ICAO Air Navigation Commission (ANC) that prohibits, on an interim basis, lithium ion batteries (UN 3480, PI 965 only) as cargo on passenger aircraft. This prohibition is effective 1 April 2016.
