Battery Testing????

Ok maybe I'm just being dense or something but something is just not clicking in my head the way it should.

I keep seeing posts about battery safety and testing with a meter all over the place and I really want to be safe with my batteries.

But nobody says just WHAT to test for.
Is it over voltage (above the 4.2 volts expected)?
Is it low voltage just coming off the charger (less than the 4.2 volts expected)??

I've searched all over the forum as well as several other battery sites for the last few days and just can't seem to find an answer.

Starting to wonder if this is some sort of catch phrase that has no practical meaning or am I just missing an obvious and probably simple answer?

I'm currently using some 18650 and 18350 batteries in a Vamo but would like to understand this "Testing" thing for future reference if I want to move to another type of mod.

"Periodically check the voltage of a charged battery with a multimeter - it should read 4.2 volts for a regular 3.6v cell ( 3.6v and 3.7v cells are the same thing, the nominal voltage of the circuit is around this value, it is just that there is no agreement whether to call them 3.6 or 3.7v).
If a battery comes off charge at 4.3v or higher then the charger is faulty and must not be used."

That was the piece I was needing (or needed verified).

I can check battery voltage on my Sigelei ZMAX Telescopic but I keep a DMM next to the charging station anyway. I check battery voltage before and after each charge. With a DMM it's easy to line up handful of batteries side by side and check all the voltages in a few seconds. As a battery ages after a lot of charge cycles I'll notice that the charge capacity is reduced. This is something I notice as reduced vaping time per battery. It's nothing that a DMM is going to tell me, though.
