Yes it matters what kind.
Use only high drain IMR / hybrid batteries from reputable vendors / dealers.
The continuous discharge rate is more important than mah.

Yes, it matters. You want batteries with high enough max continuous discharge to be safe with your builds. mAh relates to how long a charge will last, but it's not quite that simple. I have two 18490's and I chose AWs because I thought they were the best for higher power applications. In 18650's I've got everything but AWs. Well, not everything, just Sony, LG and Samsung
Personally, I wouldn't go below 0.4'ish with these batteries. There will be error in your ohm meter internally, the way your ohm meter contacts your atty and you could develop a partial short. So if your 0.23 is actually 0.18 drawing 23A on a fresh charge and then something else goes wrong and the resistance goes down from there you're probably not going to get much warning before that battery vents.
