I have been on the same hunt.

BL to expect a single flavor of Butterscotch to match COV is unrealistic. I have been trying NF 3xbutterscotch flavor among others with some tweaks. I have been experimenting w % , adding combos of malto, caramel, butter, marshmallow, English toffee, yellow cake, graham cracker, and various sweeteners. I tried microwaving out alcohol pre-mixing. I have about 12 experimental bottles with notes on bottles. I also feel COV prebottle and let there stuff steep ( they have sent me 3 12ml instead of 30 ml botle in past indicating this) and some how burn off some alcohol.

I am close and will get it right, eventually, its a marathon not a sprint to get it right.

I've been using Hangsen Butterscotch. I haven't tried any other brands in Butterscotch, but I couldn't imagine anything closer to true Butterscotch. If you are prepared to buy a minimum of 250ml you can get it for $5us per 50ml. I grabbed it from Zainy's store on Vaporhawk. If you grab 500ml she even does free shipping. You have to get a minimum of 250ml in each flavour so basically you can get half a litre of two flavours shipped to your door for $50us. Regardless of the price, I find most Hangsen flavours to be delicious. I'd definitely recommend Tiramisu and Choc/Caramel/Peanut which I just wrote a review of
