Best choice 18650(ect.) Battery Tester/Charger for under $100

Hi.. Looking for a great Tester/Charger for vaping batteries. Perferably 4 cell and under $100(or there abouts).I have read past posts here, so I have a general idea of good manufs. If there's anything new, thats awesome let me know. Thanks

Had a bunch of different ones, my favourite and the one I'm using now is the Xstar VC4. Digital display and four cells at a time.... VC4 Charger

I decided to get a 4 cell charger and worry about a tester at a later date. I have an old fluke meter which i Ican use for now.
