Most people who ask "What is the best e-cig" don't want the best. The Darwin and Provari are generally considered the top two, but they are $200-$250 - and that's before you buy juice, or cartomizers/atomizer/tanks, etc. And for someone just starting, that's not what they want.
What most people *mean* when they say "What's the best" is "What is a good starting system".
The eGo, and various clone systems like the Riva and kgo, are what I'd recommend to someone starting out. I'm using an ego, very happy with it. My next step, having done a lot of reading and shopping and such, will be a Buzz Pro.
If I'd been told I needed a Buzz Pro or similar just to get started, I'd have walked away and never looked back. I'd have been thinking "Really, I'm supposed to spend $150 on that, and another $30 or more on juice, and then buy some extra batteries, and then I'll need whatever those cartomizer things are, and then lord knows what else. Over $200 to get started, and it probably won't be worth a dam? No thanks".
If you're really looking for the best, look at the Provari, the Darwin, the Buzz Pro, and the Reo.
If you're looking for a good starter system, look into the eGo and the various eGo clones.
I'd recommend staying away from anything that "looks like a cig, feels like a cig". Anything that is the size of a cig simply can't have a decent battery, can't hold much fluid, and isn't likely to make you happy. Almost everyone thinks, when they start "I want something that looks and feels like a cig", and the vast majority of people who start that way either quit vaping altogether, or learn that it isn't effective and go buy a bigger, better PV later.
