I suspect they will leave the actual tickets to private "security" (mall cops), as they do with the "Transit Police" at train stations for "smoking violations". I have seen these guys hand out tickets as fast as they can write them at the bus station. They lurk behind the vending machines and descend on the passengers who light up during a 10 minute layover. There's always at least one transit cop in the bathrooms too, when there's money to be made, at $250 a pop ...
I know a guy who got one of these "citations" in the mail (for smoking on Amtrak property), after showing his ID to a transit cop. It has the full force of law, with a court date to contest it. He did, and lost (of course) ...
I've also seen transients refuse to show ID, which leads to an immediate arrest. Real cops come then and the fun begins ...
