I have had great success with the following method of initially filling a carto.

Drip about six drops of joose into a fresh carto onto the white filler. Hold the carto in your mouth and blow a bit until the joose disappears into the filler.

I then drip about four drops each time, blowing in between the dripping until the filler looks saturated or I notice some joose escaping through the holes at the top of the threads. I do hold a paper towel against the open end when I blow in case I happen to get a little joose down the center hole.

I have been using this method for over a year and have had no problems at all. Oh, by the way, I have never gotten any joose in my mouth, if this is a concern.
