The Ti PTR08100w is not a boost /buck regulator. It is considered a Buck regulator and has no boost capability. Ti does have boost/bucks but not in the module form like the 08100. So they are not as simple as just adding a couple caps and a pot.

The PTN04050C that sci pointed out is considered a Boost regulator. It is also in the module form so it is pretty simple to set up. People have got it to go lower then 5 volts by using blocking diodes that have a forward voltage drop. Not a very efficient , but it does get the job done.

Is there an IC that will allow me to get a regulated 3.7v out?

The Ti ptr08100w would do that but you need two batteries in series to power it. You can trick the PTN04050C down that far with a combination resistor and diode . Or you can get a IC that is buck and boost. As far as my searches have went i have not found on in the module format that can handle the kind of amps we require for vaping. What i mean by module is that if you take a look at a 8100 it has a ic , capacitors , resistors , mosfets and inductor on a small circuit board. So it is pretty much ready to go with a few external parts. Here is a buck boost that is 3 amp http://cds.linear.com/docs/Datasheet/3113f.pdf if you look at the sample circuit your going to have to add caps, resistors and a inductor for it to work. You would have to make your own circuit board to slap it all on using a strip board i dont think would be feasible. You also run into most of these chips come in pin packages that require a hot air rework process to solder them on.
