Brand new vtc5 dead

Picked up a brand new 18650 vtc5 from a shop yesterday. It wont take a charge or fire...
Its essentially dead... is this normal is there something im missing?

Check with a voltage tester, how many volts is it putting out.

Either my hdmm is dead or it is at 0.. ive never seen that before

And its a highere end hdmm... im gonna run to the lab and throw it on a vtvm im totally perplexed

Was my first thought; doesnt appear to be. The shop i got it from is out. Gonna swap it out tomorrow for 2efest. Im ok with that.. just baffles me; ive never seen a battery completely doa like that. Almost like they forgot to do something at the factory..... like make the battery lmao

I've seen it before, worse is when you get one that works fine for a week or two then just dies when you really need it.
