building an evercool vv and having problems

Ok I have the ti8100 board, I followed the schematics and have built one before and worked fine. I am using a 200ohm pot, 220 resistor, 2 tantalum caps rated at 100uf 16v. I checked all soldering, continuity, checked the switch, and wiring. Its all right ( obviously something is wrong ) I tested the power input all the wat to the board, checked all grounds, but there is no power comming out of the board. I tested all the wiring/ soldering and even at the board there is nothing. For battys I am using 2x 14500 fully charged. I am guessing the board is bad. I know when soldering if it gets to hot it can cause damage so I learned to be very careful. Any Ideas???? Think its the board??? I have never had probs with ti boards. Its driving me nuts, Has anyone had a prob like this and I am missing something?? Thanks guys.....Oh I think I double posted, sorry if I did.

Check the continuity of the lines on the board. Put probe on the TI pin, and the other at the other end of the board (except for the one(s) you cut for the resistor). This will at least let you know if you burnt out any point on the board. Will also let you know if your connections from the TI to the board are clean. Had one not work on me from a hairline crack from adjusting the board down after I soldered it.
