Can I use a lighter to oxidize kanthal wire and silica wick?

Well, kanthal and silica does not need it for oxidation:

1. Kanthal can be heated up to reduce its springieness, and to clean off any sort of dirt and oil off it. It can definitely be done with a lighter

2. Silica can be heated up to remove possible wax/oil/dirt, and to make it fray less. You definitely should NOT use a torch on it, as it will actually burn it. Unless you really know what you're doing, and can torch it lightly.

3. Stainless steel mesh is torched for oxidation. Without it, it conducts electricity and can short your battery. There are ways to use it without torching, but that's outside of the scope of your question. Lighters work for that, but produce worse results than a torch and take longer.

The reason some people use torch for all of that, is because they have it handier than a lighter, since they likely torch their stainless mesh more often than they light cigarettes :)
