¯\_(ツ)_/¯
It's hard to say what the motive is here. There are a lot of vapers who started vaping 10+ years ago, stayed with the equipment, juices and vendors they used then and decided it was a good idea just to stop there and not even so much as keep informed of new products and vendors, let alone legalities of vaping. Some people just don't understand the US government and it's relationship to tobacco and drugs, and as a result they never believed (and still don't) that vaping could ever be touched by the US govt.

There are even long-time ECFers like this. If you go to the non-vaping section of this forum, you'll find a fair amount of these folks over there. They just come here to talk about non-vape stuff or even just to say "hi" on a daily basis but never post on (and probably never read) any vape-related sections of the forum. It's like a whole other world over there, and quite frankly it made me scratch my head when I first discovered it. In fact, now that I think about it, it still makes me scratch my head.

That would be rather difficult to do, as coils and such for 2011 equipment could be rather difficult to come by, unless you were connected some how to the vaping community. I don't necessarily mean up to date on politics of vaping or such, but your average vape shop isn't going to carry out of date stock. The OP didn't seem to be social media savvy, either. The term OP is not strictly vape or ECF related. It all smells like a good ole Catholic Ash Wednesday fish fry before the frying...Just Sayin'

For New York State: You can sign up for a “mail forwarding” or “virtual mailbox” service. These services will accept mail and packages on your behalf and re-ship or forward them to you. (P.S. it has to be a physical address and not a P.O. box)

Naturally, you would have your vape mail sent to a “free state” to then be re-shipped to you. For merchants this keeps them within the law since they did not ship or sell into your state.

Although the forwarder is likely not violating the law either since they did not sell the product, it is probably wise to leave them in the dark about what you are shipping to them
