It's by E-Cigarette Junction, and claims that the Royal College of Physicians of the UK has released a statement supporting e-cigs:
But I can't find any primary source for it.
I've checked the RCP website, and it's not there. And statements on an earlier article on the RCP site seem to contradict it, like this one:
SO, if true, this change of heart would be great news for us! But I need an actual source before I can accept it.

"It is now clearly established that NRT is effective, it should not be necessary to demonstrate cessation efficacy for new NRT formulations. Doing so would simply perpetuate the current market dominance, high prices, and poor product profile of the established major producers," said the RCP in a letter addressed to the United Kingdom's Medicines and Health Regulation Authority.
