Can't post in general e-cig discussion

Just wondering why I can't post new threads in general e-cig discussion. It says something about account activation and such or is it because I'm a noob here?

I think I have more then 15 posts in and I still can't post a new thread and whenever I try to subscribe to a thread, I get a new window with a buncha technogibber...LOL
