Can't reply to posts in other forums?

I've been going around chatting on a few posts in this forum for the last hour or so, and tried to branch out to the rda forum to share some of my experiences. I'm not able to reply to posts by others, though. I read a little thing that said after 5 posts you can reply to other forums, but I'm not very familiar with forums.... is there something I'm missing? There is one topic in particular that I really want to discuss.

In about 5 minutes you will be able to. That's when the forum refreshes.

approximately 2 more minutes and you should be good to go. The system refreshes 25 minutes after each hour.
