On average, yes.
However, there are a few, usually the creamy type flavors, that I think are better at 10%. I kind of lose the cream part if I go higher on those, like Strawberries & Cream & Boston Cream Pie. And I think there are 1 or 2 that I like best at about 20%.
is there a rundown page of the best average percentages for each flavor?

They all will work at 15% so you could make that your starting area and adjust from there .Most of the time that percentage will go out the window though when making a recipe . I only use that general percentage to test flavors strenth before using in a recipe.

Of course, but it tastes like eggs and a touch of syrup. It needs more of a bread note IMOProlly because eggs are used in french toast, just saying

Haha thanks . Dont be afraid to play around a bit . You may be surprised . Best advice i can give is to try all your flavors by themself . Then you can get a idea of which ones can work to compliment others and mix some test bottles together.
I'm hoping that they just goofed up and didn't update the page to include them. I just ordered the 5 for $20 deal 10 minutes ago and typed in Sugar Cookie as one of the flavor selections. The order seemed to go through okay so we'll see.

Don't worry. I've ordered the 5 pack with an unlisted flavor and they had no problems. The list is mostly there for convenience.
Right you are dj. I just got an email saying Sugar Cookie will be shipped as part of the 5-pack.
If there is one flavor that is a blockbuster, I hope Sugar Cookie is it. Not only because it would be nice on its own but the versatility of combining it with fruits, peanut butter, etc would be awesome.
