Simply remove cartridge from atomizer. Drip your juice in the cart fiber until it is saturated. Back when I was doing it that way I would take a sewing needle and use it to fluff up the fiber as I was filling it. Seemed to help it soak in better. Once the fiber looks well saturated just plug it back on your atty and you should be good to go for a little while.

You could use a syringe, but its really not necessary. Cartridges hold very little juice so its just as easy to just drip in a few drops at a time.
What PV are you using? I dont know if you want to try cartridges just out of curiousity, but keep in mind that cartridges are generally a lot less consistant than cartos. Also cartridges hold a lot less juice, so you have to refill a lot more often. And cartridges can randomly dump half their juice into your mouth, and its more likely to happen if you overfill, so try to make sure you dont overfill them

Since the OP uses eGo batteries, I'll mention the eGo mega cylinder attys and cartridges. I like them a lot, they are simplicity itself with no mess or fuss involved. The cartridges hold 2 ml (listed as 2.5 ml but 2 ml is more realistic) and are super easy to fill, just drop juice into them until the top starts to get slushy looking. Occasionally, if the top is slushy but I suspect the cartridge isn't really full, I use a dental pick to pull up the filler 1/4" or so to check then gently tamp it back down into the cartridge. As another poster noted, it's very easy to pull out the filler, rinse and squeeze it out, and then push it back into the cartridge (keeping the same orientation and not undoing the bottom fold makes the already easy process of reinserting the filler a total breeze). I've also seen simple mods where old filler is replaced using Fluval aquarium filter material but I haven't tried that yet.
