ce2 2.6 @ 3.7v high drain batteries please help!

You should have no problem using the 2.6 ohm cartos at 3.7v. Make sure the carto is full. Also, you might want to prime it with a couple drops to the coil from the top.
I have found that the wicking gets better as the carto gets used. Also, the coil gets broken as it burns.

I have found that the ohms on a CE2 is much less than an atty. 2.4 ohms is really LR. Less is more here in terms of voltage. I have been able to use all ohm levels with my 3.7v batteries. I usually use High Drain unless its on an eGo.

I always use the higher ohm to get a cooler vape. 2.6ohm doesn't suit me as I've experienced the same things as you have. Try the higher ohm. Also, I take mine apart to fill it. The ceramic cup cap is a little bit of a pain to get out but it can be done. After removing it, I take cuticle scissors and clip the wick openings a little bit bigger. Helps wick my juice faster so I never encounter burnt flavors.
