CE4's Soaked in Propylene Glycol?

I've ordered quite a few CE4's from a few different vendors. They've always been completely dry. I ordered 4 from a company I haven't dealt with before. All four were wet inside, the wicks were soaked and it looked almost like a gel like substance on the wicks. I e-mailed the company and they responded by saying that some factories soak them in propylene glycol to keep the wicks from burning when you use it. I never heard this before and never had any come packaged like that. I thought they are supposed to be completely dry before filling them. I know it's only pg, but I'm a little hesitant to use these particular CE4's. Has anyone else received them in this condition?
