Charger Dead?

Just received my order today, about 6 hrs prior to this, and plugged my charger in. Then proceeded to put my battery in the charger, but I saw that there is no green/red light at all. The little LED is dead and I was wondering if that means I got a charger "guaranteed to not be DOA" that is DOA!

I have a feeling that this is the case. I unplugged the charger 7 hrs into the charge to see what was wrong, the battery blinked 10 times - I assume that is cuz the battery is telling me that is doesnt have any power, despite being plugged in.

What is wrong? I dont want to wait another week for a new one
