charging rate

i used to work with batteries and from my understanding, lets say for example, a 1amp charger will charge a 1amp (1000mAh) battery in one hour.
now the question is, why are these tiny 250mAh batts of mine taking at least two hours to charge with a charger with an output of 1.2amps?

this is just something i noticed and im just wondering if there is an explanation for it.

Because Lithium Ion batts don't like to be quick charged, without advanced charger controller. The eGo charger is fast at 450mAh, but it will tear up a 510 batt.
