After the tpd has been introduced we will have a year for existing toppers and juice. Will we be able to import everything as it is from China for as long as supply & demand warrants it. Are there any types of regulation on import for the US & UK?

If you are talking about the deeming regulations by the FDA, I'm not sure how long we vapers will have before the sale of vape gear becomes non-existant.
What happened back in 2007 when the FDA initiated their first ecig ban was US Customs put a hold on all vape related items. Most online vendors were forced out of business; there were no brick-and-mortar vape shops back then.
Unless you own a mechanical mod and an RBA, and can make your own coils and wicks, you'll be out of luck. If you are dependent to buy replacement coils for your tanks you'll be out of luck. The only ecig products that will be legal will be the cigalikes like Blu and Vuse.
Bottled e-liquid as we know it will be banned as "open container" nicotine products. So you better learn how to do-it-yourself (DIY) your own e-liquid, and good luck finding a black market supplier of liquid nicotine.

Importing apparatus and liquids which do not comply with the TPD will be a minefield. China won't care either way and will sell you whatever you want (you can order high power lasers, flick knives or whatever you want right now - stuff that's illegal in the UK).
Whether vape gear and the regulations imposed on import/use is understood by UK customs is something no-one knows yet. A lot of stuff will get through unchecked, some will be checked and passed, some will be confiscated. I would imagine over time more and more vape gear will be seized. It really depends on whether the government issue instructions to the UK customs agency (or whatever they're called) to play hardball or take a more easy going approach.
However - The European parliament may force the UK government to ensure all banned items are seized (failure to comply with the TPD could potentially result in the UK being fined)....
Right now there isn't anyone who can honestly say what will or wont be allowed for import.

Make a strong effort to drop your nicotine levels. I went from 18mg at first, and I'm currently at 3 mg nicotine. I could probably get by with no nicotine at this point, but I still enjoy a little in my vape.
I've occasionally vaped 100% vegetable glycerin purchased at my Walmart just to see what it would be like. Not too bad, as it has a slightly sweet non-flavor.

Well free shipping and cheap things means I can risk it before they get there hands on my gear. Oh actually. I'm a bit weird. I use 3 in the drip & 6 in mtl tanks but I reckon that if I tried I could have none at all. I'm the same here though and nic free juice takes a huge pleasure from vaping from me. I'll be vaping rancid nic long before that dark day ever happens...
