I don't think it's tacky. I don't know of any storewide sales though.... You'd probably be more apt to find deals on what you looking for by starting a thread on what your thinking about purchasing. People always chime in with deals.

I've been doing DIY for a while. I decided to try it after I found out it isn't as complicated people like to make it seem. You can order unflavored juice (nicotine extract), 12mg/18mg/24mg and whatever pg/vg ratio in up to 500 ml for under $25. Nicotine Extract
Then you just add the flavor. These are a few pineapple-
