Cigar battery problem

Hi guys! Bought me one of Smokesters new ecigars and am having a bit of a problem with batteries. I have 1 that works fine, flickers a little in the cigar but otherwisae its OK the other won't make any vapour and the charger light stays on green when I try to charge it!!

I read somewhere on here but can't find it about having to tear some of the plastic around the battery do I need to do that and how? I have left the battery on charge but I don't think its going to do much!
