I clean my boge cartos and they work fine afterwards. I boil then in a pot of water for 15 minutes. I empty into a strainer and rinse off. Then using clean water I boil them again for 15 minutes. I then strain and rinse. Using clean water I will boil for a third time. Of course the number of times to boil depends how bad they are. I am able to tell by the color of the boiling water sometimes but most helpful is watching the bubbles. The water bubbles will look different with clean water vs eliquid or other chemicals in water.

You have to be absolutely sure they are 100% dry before you use them. There are many methods to this. I personally have a food dehydrator which works well.

Some people have other methods of cleaning and do not like the boiling method. You will find many videos on youtube if you search.

And yeah they are cheap but a penny saved is a penny earned. Of course you want to do it in big batches. It is not probably not worth the electricity of boiling and drying if only cleaning one or two. I usually clean about 20 pieces at a time.

You can clean them like any other cart. I use the Syringe method. I got one of these at Walmart for $2. The little cone they come with has an opening that (fairly) tightly holds a cart. I just draw clean, hot water through it a bunch of times, then pump air through it to dry. Let it sit for a day to completely dry and it's good as new.
Works better than boiling for me as it cuts down the drying time and I don't have to deal with strong flavored juices contaminating all my carts causing me to have to boil them over and over. Just grab fresh water, nuke it for a minute, pump clean the cart, then change the water and repeat.
