Yeah. Don't put water on the coils. You can pull them out and warsh the tank, but don't wet the wicks with anything but juice. I would pull the coil out and try rinsing it with pure grain alcohol (everclear, vodka) then let it air dry for a day or 2. You will have to get all the water out before it will work right again. If you've been trying to burn through the water, you may have scorched the wicks. Easiest fix would be to just replace the coil.

Will changing the wick work? Is the coil apart of the wick?
Yeah, +1 on water wick. Yes, the wick is part of the replaceable part in a clearomizer or replaceable tank. The wick either surrounds (vertical coil) or is surrounded by (horizontal coil) the heating coil wires. The purpose of the wick is to bring juice to the heating coil so it can be vaporized. Some replaceable coils can be rebuilt, but I do not know if yours can be (easily, anyway.) I'm the wrong guy to ask anyway; I only use rebuildeable tanks anyway. It's a lot easier if you're going to build. The deck is bigger.

I have multiple iClear 16 that I use as testers for new liquid. Replace the coils/wick, refill and you'll be good to go. Wash the tank if you are changing flavors.

The wick/coil is kind of hard to get in and out. A small pair of needle nose pliers may help. Just be careful not to squeeze the pliers too hard if your using them to screw the new coil in.

When you unscrew and take off the drip tip you can see a little white tube (the one that gets in the way when filling).
Unscrew that and pull it out.
Put in you new coil
fill
dry puff
enjoy

The iClear 16 is a "top coil" clearomizer. You can tell because the stringy wicks are long and dangly. The actual coil is at the very top inside the metal tube of the "coil head". The wicks and coils are a single unit.

Top coil clearomizers will need you to "tilt" the tank occasionally as the e-liquid falls in the tank in order to keep the wicks moist and avoid dry hits.

iClear 16 replacement coil heads and wicks.

Don't attempt to clean the wicks with water. If anything, soak them in vodka or pure grain alcohol and allow them to dry before using again. You can also attempt to "dry burn" the coils to get rid of the gunk, but they must not have e-liquid or alcohol on them when you do. Wipe the wicks down with a paper towel first or they'll catch on fire.

I started with a papaya mango with thick clouds, and switched back to tobacco. Is the tobacco flavoring possibly why my hits are kinda harsh and not as full of a vapor?
I doubt it. More likely the Mango had a higher Vg content. Vg vapes smoother and makes more vapor than Pg. Pg is partially responsible for "throat hit", so may vape harsher.
