The thing is it is not nicotine that is killing people. It was all the additives put into cigarettes.

True, it isn't the nicotine that is killing people, but neither are the additives. Setting the tobacco on fire and inhaling the smoke is what's killing people.

It should be noted that the really cheap pre-filled cartridges; most of them from China, can contain diethylene glycol which is toxic. They do this because it's cheaper to manufacture than propylene glycol.

What's missing here is the understanding that diethylene glycol is a contaminant, not an ingredient. DEG can be present (usually in trace amounts) in glycerin and in propylene glycol. The FDA has published guidance for testing these substances for the presence of DEG.

Testing bulk or repackaged glycerin for DEG content is consistent with good manufacturing practice required under the Act.

For other components, such as propylene glycol, that in the past were found to be contaminated with DEG, precautions should also be taken to identify reliable suppliers and secure shipment to prevent similar occurrences.7

As far as I know, it isn't any cheaper to manufacture DEG than it is to manufacture PG; however it is cheaper to manufacture PG or to use PG from a bulk supplier in one's product intended for human consumption and fail to conduct testing for contaminants throughout the process.
