Hi Mark. Different flavors, and especially different flavor manufacturers are used at different percentages. If you're using all tfa you can look at this chart :

Flavor Art is highly concentrated so the 20% idea will not work, it would be too strong to vape. http://bearsmountainshine.com/2015/04/28/flavorart-diy-flavor-descriptions/

Most recipes that I have used/found use a primary flavor (highest %) with a secondary flavor and then enhancers/suppliment (more fruits). It's a lot of trial and error so I would suggest only making small batches until you find what works for you.

I wouldn't get fixated on the 20% mark, as I have some really nice recipes that are from 13 to 15 to 18 percent recipes, any more and they don't work.

I DIY and have been for over two years. I have found that with DIY less is more. I started out doing 10 percent but then I figured to get more flavor I obviously need to add more flavor. So I went to 20 percent and then finally up to 30 percent. What I discovered is the higher you go with the flavor extract the more muted the flavor gits. So now I try to stay below 15 percent. Mostly it depends on what I'm making and what I'm using to make it. Some flavor extracts are very strong others not so much. Like for example Pumkin spice only needs maybe 1-2 percent whereas Strawberry needs to be 8-9 percent. It's a learning process and takes time but in the end you will discover what works and what doesn't.
