Confused about the rules for posting to external reviews

The rules say:

22. Links to blogs, e-cigarette review websites or ecig-related blogs
a. All e-cig review sites or blogs must be checked by us before their owners may link to them from ECF. The owner must register with us in order that certain conditions can be checked - for example that affiliate links are declared.

Why does this not seem to apply to people who come on the site, state they are a reviewer and... post links to their YouTube reviews or YouTube channel?

Especially in the cases where the YouTube reviewer openly admits on ECF they get more free stuff to review if they promote the supplier in their videos.

We currently do not have a rule for YouTube/video reviewers. This rule applies to actual websites.
