I've had packages arrive looking like they've been used as a steppingstone. If your package is at the bottom and they dump more packages on top before they've finished loading the first ones, it would explain how a later order could arrive before an earlier one. And if they keep dumping packages on top, they may never get to the very bottom. They don't really care, either.

That's just about exactly what I imagine is happening in my head

The USPS has been out delivering packages in my area yesterday and today. Crazy.
