cr123a won't fire atty

So, I'm using 2 of Ultrafire cr123a linked below in a SB. The register 3.3v each on my fluke. They fire and vape well on a Boge 3ohm that measure at 3.2 ohms. However, on a drip atty advertised as SR that measures 2.7 on the fluke, nothing. Not a crackle... just silence. I'm guess that I'm running into the boundaries of what these batteries' protection circuit is happy with?

So, my question is: higher res attys or different batteries?

So, as a control test, I swapped out the 2 cr123a for a single 18650 without touching the atty, and the atty fires fine. Then, I put the pair of cr123a back in. No fire on the 2.7ohm atty. Switched it for the Boge carto without touching the batteries, and it fires fine. It's only with the atty and the 2 cr123a that it won't fire. The SB also registers 6.5v on a tester with no atty on it, so it's definitely making contact.

The contact post is solid as a rock, there is plenty of tension, and the batteries also have the positive nub.
