Curious if this is possible

I am assuming that if it were possible it would have happened already, but I am going to ask anyway....


I know there is a read first sticky on the topic, but is it possible to make a custom pop-up that says something like "You can't post new thread here until you reach 15 posts"

I know we all see this question pop up ALOT and not saying it isn't a valid question... I was just thinking if this could be done it would eliminate any doubt...
