Yes it is but I hope to learn how to make my own e-liquids....

Mixing is easy peasy, if you can follow a recipe you can mix. Creating from scratch may take a little more skill but making good vapable liquid is pretty simple if you can follow directions. So much info to be found in the DIY liquid forum someone posted a link to. One week of buying liquid and I knew I had to make my own! Good luck and welcome!
