Hello Representative Briggs,


I saw notice that a discussion on HB 309 is due next week.


I would like to share the pro personal vaporizer ( aka egigs) sentiments of the 17th United States Surgeon General, Dr Richard Carmona.


Can you please take steps to have the following comments placed into the public record during the HB 309 hearings.


A long time medical advocate and champion of the dangers of second hand CIGARETTE smoke, Dr Carmona has championed the use of electronic tobacco substitutes by publicly stating his support of their use.


Dr. Richard Carmona, the 17th U.S. Surgeon General said the devices have become a source of debate in public health care.
"I understand the struggle of people trying to fit it into a complex society. ‘It looks like a cigarette, so why don't we just regulate like a cigarette?'" he said. "But then there's the negative consequences."


The consequence of banning e-cigarettes in public spaces, he said, is that people no longer have access to something that reduces their tobacco use.


"I'd rather have to worry about getting people off of or withdrawing from nicotine in e-cigarettes than having them continue to smoke tobacco, which is combustible, which causes cancer and a whole host of diseases," he said.


It does seem ironic that states are encouraging the legal use of ......... and yet discouraging the very technology that has proven to finally free users from the addiction of unhealthy tobacco products.


Thank you for listening to my advocacy as well as a US Surgeon Generals for fair treatment
of tobacco free solutions in public spaces. Allowing use of theses alternative devices will benefit the public by encouraging the use of non smoking alternatives.


I appreciate the legislative effort to protect the public good but object to the legislative use of hysterical misinformed observations by sponsors of critical legislation that fails to truly promote the cessation of tobacco usage.


Is there legislation in place to control the disposable to Nicotine Replacement materials such as Nicorette Gum or Nicotine Patches on the beaches of Delaware?
Why not ? Please do not contribute to the misinformed rhetoric surrounding personal vaporizers.


Are the HB 309 advocates more qualified to opine and legislate than the 17th United States Surgeon General?


Representative Briggs,
Please support restriction on sales to minors,but allow
Delaware to lead the nation by encouraging the sale and unrestricted usage of tobacco free alternatives aka personal vaporizers.


Vote NO on HB 309

So glad I get newsletters from CASAA! When I saw that DE wants to ban e-cig use wherever smoking is banned, I couldn't believe it!

Having moved here recently, I had to do a couple google searches. I sent out emails, with my brief story and links to studies from the CASAA website etc., to the first 12 on this list www.legis.delaware.gov - Official web site of First State Legislature

Rep. Briggs King responded the next day by telling me she's gathering more information before making her decision.

Rep. John Atkins immediately responded with the fact that he does NOT support the bill.

Sue,Thanks for your extensive effort.
The realities of Delaware politics is that the Sussex county area is more prone to be home to 'real' people who are 'live and let live' salt of the earth personalities who have slowly graduated to non tobacco alternatives. That would drive politicos to vote for their constituent interest . BUT
The beaches of southern Delaware are the summer playgrounds for Washington's and Wilmington and Dover elite class.
The underlying concern is the Delaware politicos will try to curry favor of the Washington crowd by being tough on this vapeing 'thing'.
After all ..it's one way of getting invited to all those swell beach parties.
The Delaware political landscape changes in the North Delaware region of Wilmington. That's when the urban power is. They also vacation at the southern beach area and go to those same parties.
In their wisdom Delaware voters allow smoking of all types in private clubs such as American Legions. They will be the last bastions of freedom to vape.
