Assuming your "whatevers" units are parts per million or ug/ml (basically the same thing):

Single-digit levels of diketones are generally not thought to be a cause for concern. The level would to be in the 3 digits, and possibly even 4 to get as much exposure as smoking a pack a day gives you. Yes, there are liquids out there that have such levels.

There are others on this board who are much more savvy than I am when it comes to scientific studies put out either for or against vaping and who can tear them down, bit by bit, exposing the rhetoric or the truths clearly. Many of them have done so in various threads across the forum, so I'm sure you'll find plenty of debate on it.

However, my simple and limited understanding is that nobody has ever recorded a case of "popcorn lung" from the diacetyl levels in conventional cigarette smoke, much less from vaping eLiquids. The juices that I vape on a daily basis are diacetyl-free, though not really because of any conscious decision I made to buy them that way. They just happened to be flavors I like and, by a random stroke of chance, happened not to contain it. I'd prefer not to vape a juice with diacetyl in it, but I won't panic about popcornin' my lungs by putting the vapor in there.
