I've bought most of my Innocells for $12.95, so I seriously doubt you'll find 3 18650s for that amount - not good ones, anyway, unless they are on sale. I have plenty of mods that use 18650s, but my Disrupter is one of my favorites.

I just figured they would have used the cells for any new mod that didn't take normal batteries, I liked the idea, it could have done away with paper weight internal battery mods
Some say that a lipo pack of 2000mah gives you more time than a battery of 2000mah. If true then you can't compare the cost of the Innocells to single battery.
I have to admit that the first time I heard about the Disrupter, I thought it was a pretty weird idea. Then I won one in their ECF contest. I vaped it and loved it. So I started shopping around for Innocells to have spares and quite often I find someone who has them for $12.95. So I now have 5 cells. I do agree with Paul that they last longer than most 18650s, with the exception of the LG2. But that particular battery is 3000 mAh.
