diluting questions

have just purchased my first lot of DIY gear and tested a few mixs right away but setting the rest to steep for a week.

since speaking with the UK supplier he advised on the % mixes he uses per 10mls and it appears i have landed them all about right apart from one.

inawera bubble gum,
he said its really strong and suggested about 3-4% per 10ml...
i mixed in about 7% i did try 10% in a sample and it was very strong.
so my question..

first, whats best way to dilute it down to get 3-4%? do i add another 10ml of my unflavoured base liquid? to halve the 7%?
and should i dilute it now or let it steep then dilute?
im using a 50/50 vg/pg mix at 12mg ( its a ready mixed base )

Doubling the volume with unflavored will cut the flavor percent in half. I would do it sooner rather than later personally to give everything time to steep.
