But they won't deliver cigarettes which vaping is associated with.

That's hard to say?

If FDA PMTA-ed e-Cigarettes and Refill Cartridges are going to be allowed to be Sold via the Internet, I'm sure that UPS and Fed-Ex would like the business of Shipping them.

Many nic suppliers ship UPS though.
Snus are also shipped UPS.
Nic suppliers may be exempt but will have to apply the added tax. Guessing congress will have some restrictions coming our way about nic purchases as well.

Somewhere in your link is a clause allowing for delivery of approved nicotine delivery systems.

There is this...

“(C) does not include a product that is—

“(i) approved by the Food and Drug Administration for—

“(I) sale as a tobacco cessation product; or

“(II) any other therapeutic purpose; and

“(ii) marketed and sold solely for a purpose described in clause (i).”

But that sound like it would Only apply to something like a Nicotine Patch. Or maybe Nicotine Gum and or Spray.

Not after deeming. There will be some closed systems approved I suspect. Those will be allowed to ship via USPS. Honestly I'm thinking the inhaled nic spray will be BP next big thing and closed vapor systems from BT of course. Snus just don't deliver on the entire habit of smoking or vaping. In my mind their usefulness is limited to short term uses like work, traveling, etc..

I do believe that will be relaxed in some fashion after deeming. They want open systems off the market period. Once that's accomplished they'll humbly backpedal on products that they can tax higher. Those that vape open systems just don't generate enough money for them or the states. Plus healthier people live longer and drain the retirement benefits longer.

If this bill passes, I don't think they will backpedal. Governments at all levels want e-cigs sold at brick and mortor stores only. They're far easier to tax that way.

I don't know if anybody else has noticed, but this bill is an amendment to the Jenkins Act. The PACT Act is also an amendment to the Jenkins Act.
