UPS?

But they won't deliver cigarettes which vaping is associated with.UPS and Fed-Ex does Cigars and Pipe Tobacco. And as far as I know, USPS does Pipe Tobacco currently.

Many nic suppliers ship UPS though. But they won't deliver cigarettes which vaping is associated with.
Somewhere in your link is a clause allowing for delivery of approved nicotine delivery systems. That's hard to say?
If FDA PMTA-ed e-Cigarettes and Refill Cartridges are going to be allowed to be Sold via the Internet, I'm sure that UPS and Fed-Ex would like the business of Shipping them.
Nic suppliers may be exempt but will have to apply the added tax. Guessing congress will have some restrictions coming our way about nic purchases as well. Many nic suppliers ship UPS though.
Snus are also shipped UPS.

Not after deeming. There will be some closed systems approved I suspect. Those will be allowed to ship via USPS. Honestly I'm thinking the inhaled nic spray will be BP next big thing and closed vapor systems from BT of course. Snus just don't deliver on the entire habit of smoking or vaping. In my mind their usefulness is limited to short term uses like work, traveling, etc..There is this...
“(C) does not include a product that is—
“(i) approved by the Food and Drug Administration for—
“(I) sale as a tobacco cessation product; or
“(II) any other therapeutic purpose; and
“(ii) marketed and sold solely for a purpose described in clause (i).”
Text - H.R.3942 - 116th Congress (2019-2020): Preventing Online Sales of E-Cigarettes to Children Act
But that sound like it would Only apply to something like a Nicotine Patch. Or maybe Nicotine Gum and or Spray.

I do believe that will be relaxed in some fashion after deeming. They want open systems off the market period. Once that's accomplished they'll humbly backpedal on products that they can tax higher. Those that vape open systems just don't generate enough money for them or the states. Plus healthier people live longer and drain the retirement benefits longer.Maybe there is some Other exemption?
But if it is just a PMTA-ed e-Cigarette, I Don't think it is going to satisfy that "Tobacco Cessation" or "Therapeutic Purpose" wording
We are a mere drop in that bucket.USPS will also lose lot's of daily vape mail revenue.
